On February 1, 2021, the U.S. Department of Commerce issued an announcement to launch the second anti-dumping and countervailing sunset review investigation on seamless carbon steel pipe, alloy steel pipe, pipeline steel pipe and pressure pipe imported from China. At the same time, the United States International Trade Commission (ITC) launched the second anti-dumping and countervailing sunset review industry injury investigation on this case to examine whether the material injury caused by the import of the products involved will continue or recur within a reasonably foreseeable period if the current anti-dumping and countervailing measures are cancelled. The interested parties shall register with the U.S. Department of Commerce within 10 days from the date of this announcement. Stakeholders should submit their responses to the U.S. International Trade Commission before March 3, 2021, and comment on the adequacy of the responses to the case to the U.S. International Trade Commission no later than April 14, 2021.

On October 14, 2009, the U.S. Department of Commerce announced an anti-dumping and countervailing investigation on seamless carbon steel pipe and alloy steel pipes, pipeline pipes and pressure pipes imported from China. On September 21, 2010, the US Department of Commerce made an affirmative final anti-dumping and countervailing judgment on China's seamless carbon steel pipe and alloy steel pipes, pipeline pipes and pressure pipes. On November 10, 2010, the United States formally imposed anti-dumping and countervailing duties on seamless carbon steel pipe and alloy steel pipes, pipeline pipes and pressure pipes imported from China. After the United States made the first affirmative final determination of sunset review of anti-dumping and countervailing duties on the above-mentioned products, the United States extended the period of anti-dumping and countervailing duties on the products involved for the first time on March 16, 2016.
